This beats the heck out of, say, a goose statue that people attire in seasonal ways.

Pretty sure there's no HOA involved in this. OR, there's an obnoxious HOA and this is one person's stand for liberty.

This is in front of a single family detached home on a residential street, so I don't think an HOA is involved. I suppose it's possible the homeowner might be thumbing their nose at the neighbors for whatever reason. On the other hand, maybe they're a wanna-be trendsetter/influencer hoping to lead the way to a new front yard paradigm.
