I thought these creatures were carnivorous, but, regardless, why are they gathered there? Are there remnants of some previous shell tenant they are snacking on? Is this some kind of ladybug singles bar scene?

Apparently this was what's called a "ladybird washup", the result of a swarm being caught in a changing wind current and forced down over a body of water.
