Walking around the 'hood the other day, we passed this and did a double take. What the heck? Obviously a photo and follow up investigation was required.
Turns out this is sort of a guerilla art project instituted by conceptual artist Steve Chapman. His (Not a) Lost Cat Project outlines the concept and solicits volunteers to take part by posting the flyer and emailing him a photo. The webpage has an interactive map showing the worldwide locations--including this one.

I thought it might be a genuine posting, perhaps by a kid, for a cat for which they didn't have a worthy photo. But the reward, offered in pounds, pretty much gave it away as spam, phishing bait, a joke, or, yeah, a goofy crowd-sourced art project.
