? That's not a real thing, right? I have nothing against whales or whale-based art; in fact, consider me a fan. But that conception seems especially wrong somehow. And I don't mean to include the goofball kid in that observation - that only makes it weirder yet.
Sorry to disappoint, but that IS a real thing, made by a company called Monstrum in Denmark. There's even an adjacent sign saying "Whale Surfing". It's part of the renewed Pismo Pier upgrade, which includes several Airstream trailers outfitted as food concessions.
