Another nice respite from "now." Except . . . why would anyone need to post a sign asking people not to toss horse manure over a fence?

My guess is that since the open space preserve is open to equestrian use, the parks department folks aren't interested in having to clean up piles of horse dump left by visitors. I imagine that some people wouldn't think twice about shoveling out their trailers before leaving so they wouldn't have to deal with it at home.
