It looks like the fisherperson is fishing on land. That is, with the fishing line on land rather than in the water?
Hmmm...zooming in on the original image, it doesn't look like the anglers have deployed any line at all. What appears to be a line running at an angle from the pole back towards the woman onshore is actually a submerged log.
